Annual Homelessness Assessment Report Annual HMIS Data (for AHAR)
The Annual Homeless Assessment Report (AHAR) is a report to the U.S. Congress on the extent and nature of homelessness in America. The report is prepared by HUD and provides nationwide estimates of homelessness, including information about the demographic characteristics of homeless persons, service use patterns, and the capacity to house homeless persons. The annual estimates included in this report are based primarily on Homeless Management Information Systems (HMIS) data about persons who experience homelessness during a 12-month period.
Point-in-Time Homeless Persons Count (for AHAR)
The Point-in-Time Counts (PIT) provide counts of sheltered and unsheltered people experiencing homelessness on a single night. Counts are provided by household type (individuals, families, and child-only households), and are further broken down by subpopulation categories, such as homeless veterans and people who are chronically homeless. These data are included in the AHAR report to Congress each year to illustrate the differences between the number of people served in the system over the course of a year and those who are experiencing homeless at one point in time.
The Housing Inventory Count (for AHAR)
The Housing Inventory Count (HIC) collects information about all of the beds and units in each Continuum of Care homeless system, categorized by Provider Project Types. These data are used to understand the point-in-time inventory in HUD’s Annual Homeless Assessment Report (AHAR) to Congress and are used as a basis for extrapolating annual HMIS data.
System Performance Measures
The System Performance Measures (Sys PM) report is a set of parameters for CoCs established by the McKinney-Vento Homeless Assistance Act. The Act requires that CoCs measure their performance as a coordinated system, in addition to analyzing performance by specific projects or project types. The HDX 2.0 is the portal by which CoCs submit their CoC-level, HMIS-generated reports for HUD review.
